What does the TMD say about hose assemblies?

Dedicated to the French maritime ports, the RPM decree renewed the TMD requirements concerning bunkering operations performed with loading arms or hose assemblies.

Concerning the hoses, the TMD decree is applicable:

- On hose assemblies only. Bulk hoses without end fittings are not covered.

- Regardless of the native country of the vehicle (truck, train, ship, etc.) that is either loading or unloading hazardous fluid in French territory.

- For hazardous fluids.

Certification by an official assessment body is required. Operators using the hose assembly can be prosecuted if they do not own the relevant certificates.

When and where is the TMD directive applicable?

The TMD directive is applicable for any kind of mobile vehicle that stops and loads or unloads hazardous goods in France.

Where does TMD apply?

Consider the following example: When Truck A or a Ship B stops in France to unload fuel, it must comply with the TMD directive, regardless of its native country. However, the TMD is not applicable for Train C, if the train crosses French territory but only operates in Spain. (However, the hose assemblies may still be covered by the PED 14/68/UE).

When a hose assembly is TMD-approved, the PED is not applicable (the contrary is not true).
